This is very unusual error. In fact, this is not an issue "internal" to QAP but an issue between AutoHotkey (tool used to develop QAP) and Windows, AHK not being able to open the Clipboard. There is no QAP setting specific to this situation. What were you doing when this message was displayed?
You could try increasing or reducing the value in "Options, Menu Advanced Options"
but I'm not convinced this would be related to the issue you describe.

Sorry, but I can't see how these issue can be related. There is something wrong in your settings that I can't understand. To unlock you, you can restore a backup of your ini file (files with named "QuickAccessPopup-backup-20200514.ini" for example) in your Backup folder (set in the Options, General).
