I could launch QCE but when it failed to load the syntax files added to the beta release. I'll have to adapt the setup program to copy the syntax files under ..\Themes\ folder to the new user's document folder.
For now, if re-installing QCE solved the issue described in your original post, using your admin account copy the /Themes/... folder from the previous account QCE settings folder (by default under My Documents) to the new account QCE settings folder.
