  Is there a way to directly change what menu is opened by the default Quick Access Popup Mouse Button?
  
  I tried disabling the default (setting hotkey to None) and then setting the shortcut to a Submenu and then restarting. This works.
  
  However, I noticed a one second delay of opening the Submenu compared to opening the main menu. I am wondering if it would open faster if I was able to point the default shortcut to the Submenu instead.

  No, unless doing what you described. I could not explain why opening the submenu would be slower. I never noticed a difference in the time required to show the main menu vs a submenu.
