Restructuring of the forum

The first forum "About" has been moved to the top under its own header and covers all applications (QAP, QCE and CSV Buddy) forums and websites.
I regrouped all QAP forum sections under the second header that now includes:
- Releases
- Support, Beta release support, etc.
- Wishlist, etc.
- Tips, etc.
The third header is now for Quick Clipboard Editor with two forums:
- Beta releases support
- Wishlist (later more forums will be added for "Wished items", "In progress", etc. as for QAP)
The fourth header is for CSV Buddy and is unchanged.
The last section "Links" is unchanged.
