The next issue now is that I can't get QAP to launch as admin on startup.
I have tried the following:
- have the startup shortcut (in the Windows Startup folder) be launch as admin
- enable the setting in the QAP settings
- create a task schedule task to launch QAP with elevated privileges on startup
None of it seems to work except for manually launching as administrator.
Any suggestions? It is strange because this is the only app I have this issue with. Other apps that I setup a task scheduler to run on startup as admin launch fine.

From what I remember from my research on this topic, no. This is not specific to QAP. Any app running with elevated privilege can only launch apps with the same privilege.
