For now this is happening only with "Age of Empires II - Definitive Edition" and the "OBS Studio".
In the video below I'm trying to launch them... and when it fails, I try to execute directly from its directory.

Yes, this will help. My guess is that this application needs to be started with a "Start In" folder. See "Start In" in the favorite's "Advanced Settings".
I removed the "bug" icon you put on this thread until this is proven to be a QAP bug :-) -

Being that its directory has nothing to do with the one in its error prompt message (https://prnt.sc/qJghwOo8HfIZ).
OBS error: Failed to find locale/en-us.ini / Failed to load locate (https://prnt.sc/ledzhvpRNkQs).
