Quitting and restarting (without needing to change the icon size) "fixes" it directly.
The problem is that it's happening *frequently*, e.g. every time the screens are put to sleep for a while**. So the QAP menus are fine, the screen(s) sleep/turned-off, wake up PC with mouse or keyboard, menu now (needlessly, plenty of space) has scroll arrows at top & bottom. Means I'll be doing a lot of needless quit & restart of QAP.
** it's possible that when additional screens are turned off, Windows reverts to the smaller laptop screen size, with the QAP menu still using that when the screens are woken back up. I'm using extended (HDMI-connected) screens in normal use, but Windows will revert to the laptop screen if that's all it has to work with. Even though it's physically smaller, the laptop screen is 2560x1600 compared to my QAP-using primary monitor (3440x1440 -- so technically shorter based on pixels) and additional monitor (4K = 3840x2160). All have plenty of space for the current QAP menu to display without needing to resort to scroll arrows.
I'll try changing the icon size from 24 to 16 for now as a stopgap (since I might add more stuff later) to see how things behave.
