Jump to the camera "page" in ms-settings
Use:
"ms-settings:privacy-webcam"

Enable/disable camera (or any device) with DevManView from NirSoft
CAUTION!
Requires elevation to administrator, this includes DevManView.
Enabling or disabling the wrong devices may cause problems, so be careful.
DevManView by NirSoft
Generic favorite
Application: DevManView.exe
Parameters: /disable "Device Instance ID"
or
Parameters: /enable "Device Instance ID"
or to restart the device
Parameters: /disable_enable "Device Instance ID"
How to find the Device Instance ID
- Start DevManView.
- Find the device in the list and look at the value in the "Device Instance ID" column.
- Use this ID in your favorite.
Right-clicking on the device lets you create shortcuts on the desktop, copy the information to the clipboard and some other stuff.
Note:
There are also a couple of command line tools in Windows,
pnputil.exe and
devcon.exe.
(Requires admin command prompt to run).
