  When I make a change to the Options, it prompts to Save the change. After I save it there, the Customize screen is displayed.
  
  I thought the change also needed to be saved in the Customize screen. Am I mistaken? Or did I shut-off that second approval?

  In fact, when you open the "Options" window, the "Customize" window is always open in the background (if it is not already open). You do not need to save the "Customize" window after saving the options (unless you've done changes in your favorites list, of course).
