This may not be a new issue with v9.9.2.8 beta. But since using it, I've attempted to use Reopen Current Folder from Dialog Box and had mixed results:
- With Notepad, Office apps, and Acrobat, the expected Explorer window opens if the Open/Save dialog is open to a folder unless the folder is one of the Windows "special folders", e.g., Desktop, Documents, Music, Pictures.
I suspect that the special folders don't open because Windows shortens the full path of these folders to a single-word abbreviation when one clicks in the address bar. For example, when one clicks in the address bar > This PC > Documents reduces to Documents.
- With Notepad++ it seems to never function as expected, i.e., no Explorer Window is ever opened.
Update: By default, Notepad++ uses custom Open/Save dialogs. This can be changed using Settings > Preferences... > Default Directory > Enable "Use new style save dialog (without file extension feature & Unix style path capacity)"
After I made that preference change, Notepad++ started behaving exactly like Notepad, Office apps, and Acrobat.

I have actual Notepad++ x64 version 7.7.1 and use Total Commander as File manager in QAP
There is no problem in this case with the Open/save dialogs regardless of the setting under Default Directory.
If you want to use "Reopen Current Folder from Dialog"
for the virtual dirs under This PC you have to use the real dirs like c:\users\your_account\documents
or use the QAP provided special folders as Favorites and use your QAP Pop-up hotkey.

I use the QAP Feature (Favorite Type) extensively. Clearly this menu item type can add a lot of capability to a QAP menu. I find one downside however: there does not seem to be a way to specify an accelerator key using a preceding underscore. For example, one might want to configure a QAP menu to include the following four menu items:
In QAP Settings (shortcut name for menu) :: Rendered QAP Menu
&f Frequent File :: f Frequent File
&r Recent File :: r Recent File
&g Frequent Folder :: g Frequent Folder
&s Recent Folder :: s Recent Folder

This is the normal behaviour of Windows. Normally, Windows will underline the menu shortcuts only when you open the menu with a keyboard shortcut. To force Windows to always display the menu shortcut. See this page:

Hi Jims and Horst,
Using Notepad++ v7.7, I confirm the behaviour described by Jims. Thanks for this finding about Notepad++ dialog boxes. I'll add it to the knowledge base. I did not check with Notepad++ v7.7.1 yet.
The default file manager in QAP did not change this behaviour in my tests.

Special folders in dialog boxes are not recognized by QAP when using the Reopen Current Folder from Dialog Box command, regardless of the app. I will work on this eventually. Added to the wishlist:
