Kind of late to the party here..... but...
I have the reverse "problem" (not a problem at all).
Some QAP menus triggered by hotkeys now seems to work even if an admin-priv window has focus.
So:
1. To trigger the main QAP window I use CTRL-double tap. Not working if an admin window has focus.
2. I've made my own version in QAP of the Win-X menu, with an admin window in front, the standard menu triggers, else my version triggers.
3. I also have a special menu in QAP triggered by CTRL-WIN-X, this works even IF an admin window has focus.
I'll go out on a limb here and say that this is not a QAP thingy, this has something to do with Windows and/or AHK. It is NOT a bug or error in QAP afaik.
This is very consistent on a Windows 10 20H2 running the portable version of QAP 11.3.0.1 64-bit

As a rule of thumb, QAP will not trigger if an admin windows has focus. This has been completely consistent for a very long time. The problem posted by the OP is either a variation of my "problem" or that the previous QAP install was running in admin mode. This is not a new issue, but if running QAP on systems with multiple monitors, the "what window has focus" may cloud the issue.
