Hi Jean,
I've been encountering an issue that seems to be related to the Wacom tablet drivers and/or Window Ink functionality: when some applications are active, the QAP pop-up menu is not activated when using the shortcut, but I got a Windows Ink pop-up instead (Whiteboard / Full Screen Snip menu).
Subsequently, I've deactivated the Windows Ink functionality in multiple ways (via the Group Policy and via the Registry), but the QAP menu pop-up still does not appear in some applications. I've also deactivated the Windows Ink functionality in the Wacom driver, but still no result.
As soon as I activate something else than the window of the 'problem application', the QAP pop-up menu appears again when I activate its shortcut.
I've tried changing the QAP shortcut, but it doesn't seem to be related to the shortcut choice.
But it gets even weirder: sometimes it does work when the 'problem application' is active.
For example, I've just changed some things in the QAP configuration, and after I did that it works fine, I can activate QAP while the problem app is active.
Could it maybe be related to running an application with Administrator rights? And how do I fix this?

Yes, this is probably related to the security privilege level as described in this page (see: "The menu does not open over some windows") in

As explained in this page, you can launch QAP as administrator. However, this is not recommended (as explained in the page).
