Until this is done, this can be done in current QAP release by creating an "Application" favorite with:

Application path (1st tab) -> explorer.exe
Parameter (last tab) -> shell:::{05d7b0f4-2121-4eff-bf6b-ed3f69b894d9}

I suggest to not making a special folder entry for it.
QAP Features / Windows Feature would be the better.
